The Detroit Red Wings were once known for being able to draft and develop their talent in house. But in recent years outside of the first round they've struggled to to develop the depth draft picks they were once able to. The team once had an internal cap situation where no prospects would question, they'd simply sign and go through the Red Wings development process.

It now appears that structure is slowly fading away, as 2019 2nd round pick Robert Mastrosimone will not be signing with the Red Wings according to Inside The Rink: take a look:

Mastrosimone, 22, is currently playing for Arizona State University. Mastrosimone just finished his season tallying 11 goals and 31 assists for a total of 42 points in just 38 contests.

According to ASU's head coach, he wants to test the free agent market:

He's playing the waiting game and seeing what's going to be available as a free agent. There's a lot of teams that are interested in him, but it doesn't look like Detroit is going to happen. It's just a waiting game, but he has the option to come back. It's a good option, and he's open to it.

At one time players would want to play in Detroit above most other places in the National Hockey League, that seems to be changing slightly.
