KHL official calls possibly the worst tripping penalty ever

Everyone that watches the National Hockey League knows that the officiating in some instances (putting it nicely) is atrocious, but I don't think I've ever seen such a blatant missed call as the one below.
The KHL is widely regarded as the second best hockey league in the word, and they're seemingly always very stringent when it comes to officiating. However, on this play during the Kunlan Red Stars regent game, to say this referee needs a refresher on what a penalty is and what it's not.
I've seen some blatant none calls and phantom calls in my life lose, but nothing this egregious, that's for sure.
Let's hope for the sake of hockey, there's a high pro league that can be worse than the NHL. For everything it is, at least the NHL doesn't have those types of phantom calls in their game yet.
