September 2nd, 2022 the Premier Hockey Federation debuted the new By-Laws for the 2022-2023 season, which they made available to the public.

Players will be eligible to play in the PHF on the day they turn the age of 18 prior to the commencement of the current PHF season, given they haven't previously participated in collegiate hockey, or forfeited their eligibility due to injury, leave, or absence of collegiate retirement. Eligibility on these standards will be subject to review and approval of the PHF Commissioner and Board of Governors.

The PHF player pool recognizes the varying and global paths to the PHF and encourages players to complete their collegiate eligibility.

Free agency is set 45 days after the final playoff game, in order to give players more freedom of choice, unrestricted free agency begins immediately after this period. The draft will not be before September 9th.

Rosters in the PHF consist of 18 skates and 2 goalies, for a total of 20 players. PTO wages have increased to $375 per game and don't count against the cap, and are limited to 10 per team during the season.

Practice players will be paid a wage of $150, which will not have a cap penalty.

Roster freezes will occur 30 days before the end of the season, and in order for a player to be eligible to play in the Isobel Cup, they will have to be on the roster 30 days prior to the PHF roster freeze, they will also have to have played in 25 percent of the team's games prior to the freeze, exceptions apply to those on LTIR.

The LTIR is new and will allow teams to place players on LTIR for injuries and health-related concerns. Players will continue to be paid on LTIR and will not count against the cap. The minimum period for LTIR is 21 days.

The PHF and all its clubs will support their players in participating in their national team programs.

The PHF rules continued on the link above, begin to form a more in-depth set of by-laws to keep the game professional and continue to develop the Federation as it grows, recently welcoming in the Montreal Force to the league.
