Player slams referee's head into the glass after calling a penalty on him

Yesterday news broke from a Russian Hockey League that a player slashed a referee over the head before kicking him with his skate while the official was down.
Today, not only is there an ongoing criminal investigation, but he's also received a lifetime ban from the league and it looks like it's not the first time the player has done something like this. a couple of seasons ago that same player earned a lifetime ban from a diff ent league for doing this, Take a look:
One has to question why, after having a violent history with officials was he allowed to skate in another league? It doesn't make sense.
Surely, because this is his second incident in as many years, he'll not only be charged, but banned from playing organized hockey of any kind.
It's a head scratcher that he was ever allowed a second chance at all. As the video shows from the previous incident, the player didn't like the call that was made against him and he slammed the refs head against the glass.
I hope for everyone's sake, the leagues across the world enforce a life time permanent ban.
